ARO can be an effective wheel cleaner that is decently safe, whereas Westley's is by no means safe on wheels, in fact avoid contact with wheels..i dont think they are the same product....and per your question..full strength...they have some marketing about how it is activated by water or something, i dont buy into it i just feel it doesnt clean very well when diluted
