Just curious, what is this picture all about

I'm refering to the 2x4's under the tires. I mean was it to be able to give the tires and the lower panels a good scrub? To make sure you got all the way down in the lower, lower panels of the vehicle? Just wondering that's all, it's a neat idea if you think about it
Oh another question, why use two differnt kinds of wax? What was the reason for that? Again just wondering that's all.
