Long story short my wife's Mazda Miata got hit with over-spray and paint from a neighboring apt re-paint, I believe it's just basic latex, but we did not notice it for weeks, and now it's baked on from the sun. I don't have any orbital or machine tools, so I need a solution that is doable by hand. any advise would be greatly appreciated.

Clay will remove most of it. Polishing by hand should get ride of the rest, but expect to ware out your arm. Do a section at a time. Also suggest talking with the painter or owner of the apt building as they are responsible for such over spray. Lastly, if really bad, insurance claim if you're feeling up to it.

^^^I agree. I have tackled overspray jobs before. Clay will take it off. You may need to use a more aggressive clay than a fine bar and then polish any potential marring caused by the claying process.
